As the question asks. Are the 90's the best decade for movies and if not then what decade?

I'm partial to the 80's.

Back to the Future.
Breakfast Club (and John Hughes movies in general)
ET
Indiana Jones movies
The Thing
Terminator
Aliens
Princess Bride
Die Hard
...

I'd say the 70's was the absolute greatest decade for film just because of the advent of so many of the greatest directors.  Spielberg, Coppola, Scorsese... The 70's set the bar for actual achievement in filmmaking.

Everything made in the 90's came from what was started in the 70's.  The 90's were the 70's directors reaching their peak.  If it wasn't for the 70's opening up possibilities in filmmaking and the rating code changes and everything else that went on in the 70's, we would not have had the 90's.

As far as nostalgia factor and the hearts of movie watchers, the 90's was the best, but I think the decades rank as follows as far as pure quality of film:

70's
80's
90's
00's
60's
50's
40's
30's
10's

Those 30's-60's were crippled by what they could and could not show or even discuss.  Anatomy of a Murder was basically labeled as porn because of the use of the word panties and other discussion about a possible rape.  Movies before the 70's basically were crippled and had to be today's equivalent of PG movies.  There were no risks allowed.  Even horror movies couldn't really be scary up until the late 60's.

Google "best horror movies of the 50's" and you'll see movies that wouldn't give a particularly scared kid a wink of a nightmare.

One thing that I think the 80's had in spades, maybe more so than any other decade for me,  was a sort of carefree charm that I absolutely loved in a lot of the movies. Princess Bride, as you mentioned. Real Genius is fantastic. Airplane. Top Secret. Naked Gun. Ghostbusters. Ferris Bueller's. Caddyshack and Spinal Tap. I could go on.

Dang im officially old enough where my childhood is discussed in the “x decade was the best at y”

no decade is better. Each one has a laundry list of great movies and with time everyone forgets the horrible movies that not only where made but were popular at the time.
