I believe 2017 was an anomoly for Bailey.   Take a read on this article on Bailey from last season.   He started the season out perfect, then once he got hurt just could not find his groove.    This move will win us multiple games this year.

Bailey walked-on at the University of Arkansas, but lost the job to be the team's starting kicker and was told by the coaching staff he'd have to pay his own way to stick around on the football team. He spent a year out of college before joining Oklahoma State in 2007, where he flourished in his college career and won the Lou Groza award for the nation's best kicker during the 2010 season.

Bailey joined the Cowboys as an undrafted free agent in 2011 and won the job as a rookie, which was a post he held all the way until the end of this preseason. He left the Cowboys as the second-most accurate kicker in league history, hitting on 88.2 percent of his makes and holds the team record for career field goals with 186. He was selected to the Pro Bowl in 2015 and was also named a second-team All-Pro selection in that season. He has missed only two extra point attempts in his career and has three seasons where he has hit just over 93 percent of his field goal attempts.

riiiiiiight...

so since we cut Carlson first we must have known in advance Bailey's physical condition was ok. do you think Spiel discussed that directly with his agent, and the agent said he's been checked out and medically cleared and they can prove it?

Or it's possible that if Bailey didn't pass his physical, bringing back Forbath was Plan B.
