Gruden has never had Josh Freeman as QB .... Jon Gruden was fired after the 2008 season by Tampa Bay and Freeman was drafted in 2009 by Tampa Bay.

The NFL base salary for 2019 is $188.2 million. Due to almost every team rolling over cap money, from 2018 cap space, many teams have a large amount of cap space left. Colts lead the league with $45 million in cap space. They rolled $49 million over. 

The Colts are 1 of only 7 teams to have “spent” more then $188.2 million on salary for 2019 (per  Over The Cap https://overthecap.com/salary-cap-space/ ) Based on active spending though only the Colts and Browns can make that claim ATM. 

Team (active spending / dead money) 

Colts ($190 M / $1.7 M)

Browns ($191 M / $20 M) 

49ers ($184 M / $14 M) 

Titans ($182 M / $6.6 M)

Patriots ($185 M / $4.8 M)

Broncos ($168 M / $21.4 M) 

Steelers ($178.3 M / $26.6 M) 

If we’re laying out all the cards though, the first 4 teams all rolled over $20 M+ from 2018. Browns ($56M), Colts ($49M), 49ers ($35M) and the Titans ($25.6M)

 

If we’re going to have the discussion in the future about team spending and cap rollover I think it’s interesting to look at teams like the Patriots (who only rolled $3.1 million over) and the Broncos ($8 M) and still managed to out spend the base salary. It’s early though these numbers are only based on the rule of 51. Checking back at final cuts and the start of the playoffs will be an interesting exercise.

Meh, I was being nice but yeah he's terrible, among the worst ever NFL QB's all time.
