You can do that mostly, but if you get into a specific 3rd-down-and-distance situation where you want to sub, you could do that, on a case-by-case as-needed basis? Second, I think a *good* up-tempo offense might not need to depend on needing 3rd-down conversions every time? In a lot of *good* up-tempo offenses, you get yards on first down and you get yards on second down, and you often never need 3rd down? Especially 3rd-and-long.
