You have a HC that the organization claims to have "final say".  

You have an owner and GM who force the organization to trade 3 firsts and a 2nd for a QB despite the fact that the HC doesn't want to do that trade.  Who has "final say"?

I suspect that might be more rightly classified as owner wanted and a bootlicker who "yessir that's brilliant sir"ed his decision.

Including Gibbs. Gibbs had a few good decisions from 04-07 but also some awful trades/not re-signing good players as well and he passed on Aaron Rodgers.

As did 22 other teams.

Do remember that Gibbs traded up before the draft because he was targeting Jason Campbell. At no point did anyone during the lead up to the draft think that Aaron Rodgers would be available at 9, much less 24.

Gibbs did a lot to tame some of Snyder's worst impulses as a meddling owner, but he also came from a different era that completely undervalued the draft and did not understand free agency. He was able to improve the defense and had good scouting, but it was for a short runway and didn't build the franchise for the long haul.

It also didn't help that the next guy hired was a complete moron and basically fell out of the league three years later (Baltimore QB coach 2010, Kansas City QB coach 2011-2012). However, he will be Houston's XFL head coach in 2020! (something to look forward to @ET80!!!)

I don’t care what those other 22 teams did, I care that they took Carlos Rogers over Aaron Rodgers.

I don’t know that I give Gibbs credit for the defense continuing its improvement that Marty Schottenheimer and Marvin started to build from 2001-2003. That was Gregg Williams.
