Whatever team moves to Vegas next needs to become the either the Green Knights (Raiders should have dibs on the Black Knights, if not the Silver Knights), and eventually you just demolish or takeover Excalibur and turn it into a sports-themed hotel/casino combo. On the real though, the opt-out was something that had to happen otherwise Arte would have had to wait till 2028 for his next opprtunity. They're probably more likely to try and move further south than north, unless they can work out some kind of partnership with Ballmer who hasn't quite broken ground yet on the new arena for the Clippers (they could possibly work a shared-lot situation, but Arte would have to self-fund because Inglewood isn't footing a dime at this point). More likely, they push into someplace in Southern Orange County (yay, even worse Orange crush traffic!). Possibly Tustin, possibly a couple of locations that could be available in Irvine (the site where Irvine Meadows/Wild Rivers used to be is possible, but would need work). They'll probably investigate that same site that the Raiders/Chargers were looking at collaboratively in Carson too, but that site requires a ton of environmental rehab that I'm not sure Arte's willing to foot the bill for. Honestly, I wouldn't be surprised if Arte dangles a minority share of the ownership in front of a wealthy investor willing to stump up the cash to help build a new stadium either in Anaheim or elsewhere in the county.
