Can't bring him back in two weeks if he already signed with someone else (including a division rival or team you're about to face to pick his brain).... Which is why most teams will stash on IR, and usually release them a few weeks later with an injury settlement. Keeps them off the market at least for a couple weeks. Teams only do this kind of thing when they trust the player involved won't bid out his services. Pryor is probably comfortable with the Jets.
