Not how it works. The only position a team cannot block is HC. Any promotion or lateral move can be blocked otherwise. 

Totally up to the team if they let them out of their contract or not. That’s why some assistant coaches take 1 year or 2 year deals instead of longer, more secure, deals.

I understand that. But all McVay has to do is promote Taylor to OC and he’s got the same gig in LA as he would have in GB

He doesn't even need to promote him. By NFL rules, assistant coach is assistant coach. They don't separate coordinators and position coaches.

Exactly.

Don't want to hire good coaches/play callers cause they might leave for better jobs.

Probably shouldn't draft future all pros cause they are more expensive to Re-sign on 2nd contracts.

How about Brant Boyer from the Jets?  They were a lot more special than us in our game this year.

If your a winning team and Super Bowl contender, your going to have your staffs raided.  So, bring on who he likes regardless.
