Luck is overrated, but Dak is a bottom-10 QB in this league and Luck is a top-10 QB. That's much more than "a notch". Dallas as a team is pretty flawed in that, much like Baltimore, they rely on the run game and defense to win. Only thing is that their defense isn't elite and their run game is completely reliant on Zeke. Much like the Ravens, when you make them pass, they become significantly less scary. The Colts are at least a balanced team who can beat you throwing or running and still have a solid defense. I think Dallas is by far the worst team left in the playoffs. And using year long rankings is a bit silly when everyone in the world knows we have been objectively better post Cooper. Dak has been borderline top 10 since Cooper.
