And that's why the NFL has encouraged teams not to do it.

In the case of Washington, the only two numbers that are "restricted" that don't belong to Hall of Famers are Sean Taylor and Joe Theismann's. In the case of Theismann, he was the starting QB for over a decade and led the team to a Super Bowl win. In Taylor's case, it's out of memory for a player who many Washington fans believe could have been a transcendent player and gone to the Hall of Fame had he not been killed.

 

In the case of respected numbers, the problem there is when does it roll over? In the case of college, where players have at most five years of eligibility (six with a medical hardship petition), realistically, a player is only going to hold the "respected" number for two, maybe three years. In the pros, a player could hold it for upwards of ten years, even if they don't necessary deserve it after awhile.

However, in baseball, you don't have the problem that shortstops have to wear between 30-49, whereas in football players for given positional groups have to to have their numbers fall in given ranges.

You also don't have 53 numbers assigned every year.

It wasn't retired. Even if it was, it would seem really insecure for someone to gatekeep a jersey number. Because really, who cares? Joe probably doesn't.

There are some teams with an insane number of officially retired Jersey #s and unofficially protected #s. The Bears have 14 officially retired #s, the Giants have 12, the Chiefs have 10, Colts 8, Rams 7, there are a couple more with even more than some of those but I didn't feel like counting.

The Steelers only have two retired Jersey #s, #70 Ernie Stautner and #75 Joe Greene (and his was retired in 2014), but they also a bunch of unofficially protected #s including #1 Gary Anderson, #12 Terry Bradshaw, #32 Franco Harris, #36 Jerome Bettis, #43 Troy Polamalu, #52 Mike Webster, #58 Jack Lambert, #59 Jack Ham, #63 Dermontti Dawson, and #86 Hines Ward. Ben will be added to that list, Shazier may be as well, AB would have been but probably won't be.

I can only imagine how many actually protected #s teams like the Bears and Packers have, having had success throughout their history going back so far. You do have to wonder if teams should continue to keep so many #s blocked from the 50's and 60's and before. There are a lot of players on that list who weren't seen playing live by people in their 60's today.

if a number is retired, it is for good reason. Give respect, get a new number and make it your own. Or at least earn it. Haskins isn’t some can’t miss prospect, if he busts then what happens? 

Yeah but eventually teams will have to unretire a number if they have too many that are untouchable.

Not all true, at least for the Broncos I know that Julius Thomas called Rod Smith to wear #80, Phillip Lindsay called Terrell Davis to wear #30, Pacman Jones called Champ Bailey to wear #24 and Eric Decker called Ed McCaffrey to wear #87. Those numbers are not 'officially retired' but they under a very strict 'you better not unless you ask with good reason' type of policy.
