Who is the best OC for the 2019 season in the NFC East?

Most points will be the starter - second most will be the Back-Up. (Hopefully there are no ties, but in the event I feel - or enough posters would like an amendment or a run-off we will decide how to proceed then.

Before someone asks, I listed two coaches because some teams scheme or have greater input or different play callers or simply have prominent coaches at other spots who could, in theory, be the OCs. 

Pick the best Offensive Coach (non-positional, IE they would assume the mantel of OC). 

Each team gets two options.

I voted for Kevin O'Connel as a pity vote, due to the lack of talent on Washington's offense. If the Redskins can be middle of the road, he did a hell of a job.

There is simply no reasonable reason to think the answer is Moore. Could he be the greatest play-caller ever? Sure. But this is absurd to suggest this will be the case over the more experienced coaches.
