You misunderstood. In the case of a Garoppolo injury, Mullens would be pulled from holding duties immediately (not after his subsequent injury), because the team would not then continue to risk its only healthy quarterback on special teams plays where the defense's singular goal is to get to the ball the only healthy player at the most important position is holding in a prone position. So one injury then causes a chain reaction where the chemistry of our kicking game gets immediately thrown off.

Your thought about practice time also makes a great deal of sense to me.

In this scenario, they would just let Mullens continue to be the holder. When is the last time any holder has ever been injured? Seriously. It's never happened

Don't disagree about how the protocol goes, and all, but it makes me wonder... how often do we ever see a holder on snaps get touched? so, how much inherent risk could there really... be? :P

Sure, and when do quarterbacks get injured taking a knee to run out the clock? It doesn't stop some teams from sending in the backup to avoid an injury on a freak meaningless play. 

I did a search and this was the top result:

ANSWER: One of the reasons why many teams use punters as the holders for placement kicks has to do with getting the proper amount of work in on a daily basis at practice. If a team would employ a backup quarterback, running back, or wide receiver in that role, as you suggest, that individual would have to be taken away from practicing with the offense to work with the placekicker. Because at practice, the specialists often work together off to the side while the rest of the team – offense and defense – are on the field. Also, a typical game day roster includes just two quarterbacks, and so if the backup quarterback is injured while holding for a field goal, and then the starting quarterback gets injured on a sack, who is left to operate the offense?

Rare or not, protected by rules or not, it's still a player in a vulnerable position with multiple defenders diving in their general direction. 

As I said before, your reasoning made a lot of sense, but it doesn't invalidate mine. With everything teams do to protect their quarterback, I'm sure this factors in.
