Is that why the Empire failed? It is because he put over 13.5% into the death stars, and as a result couldn't invest in the quality stormtroopers around them. Face it, with back to back deathstars, he should have destroyed more than one planet by the end of episode six. Heck, if Bellichick had back to back death stars, he would have destroyed at least 20 planets.
