Why is Cleveland so unstable?

They've tried an ownership change and that didn't resolve anything; if anything it made it worse.

It seems like no GM/HC can right the ship.

Practically all of their first round picks bust.

Is there something in the walls that causes this dysfunction?

If that is true, they aren't getting another experienced GM for a long time. Who would want that job? The first guy that did a average job for the Browns was given an ultimatum of get demoted/you're out the door. Like who in their right minds would even want to attempt and right this ship? 

As much as I say, OBJ wanted out/Gettleman had to trade him cause of ownership, the Giants' got fleeced. OBJ when he is rolling is arguably the best wideout in football. Yeah Zeitler is one of the best pass blocking guards in the league, Peppers looks like a long time starter (if he stays healthy), and Lawrence looks legit, but that isn't enough IMO. The fact he tried to justify after saying "Peppers was a former first round pick, so it's like we got to Firsts,"  tells you everything you need to know about who won that trade.

EDIT: The Giants even had to lump the trade with the Vernon trade to make it look better. Giants' got fleeced for one of the best players in the league.

It starts with ownership. You have a bad owner who has shown to have no patience with anyone. That leads you to not getting good candidates, and even if you do, if they show ANY signs of something negative, you fire them (John Dorsey, Sashi Brown). That leads you to getting even worse candidates.

The Browns had some pieces in place but with the firing of Dorsey, they've really set themselves right back into the abyss. No competent GM will want to work there, and no coach worth his salt will want to get hired there because they all know how it'll end.

Most of the previous 15 years you can blame on simply poor drafting, especially in the 1st round and especially at the QB position. However, more recently they've started hitting on those picks and so the focus turns less to drafting and the GM, and more on the coaches they've hired. Kitchens was hand-picked by Dorsey to make Baker Mayfield happy and feel comfortable. Turns out, that was a HORRIBLE choice and it cost Dorsey his job. Even with all of that, you can't absolve Baker Mayfield of blame. His play speaks for itself this year, he was objectively a bottom-3 starting QB in the NFL in a system with Nick Chubb, OBJ and Jarvis Landry. That's very impressive, in the worst possible way.
