Manfred didn't want to do ANYTING that would risk pissing off the MLBPA any more than it already is. Take that and make it infinitely more complicated. How do you punish Fiers, who know, but didn't say anything right away, then ratted? How do you punish someone who was involved for 1 year, versus leading it for 2 years? What about someone who just heard the banging trash cans in his AB? What about a player who says he was worried that if he didn't participate, the manager or GM who didn't show much disapproval would bench him/send him down? Does a backup C really want to make an enemy out of baseball ops personnel? Oh, and all of this is going to be instantly appealed, so get ready to argue it 40 times in front of a panel of arbiters. (If the MLB were smart, which they aren't, they'd include punishments for these sorts of scandals in the next CBA, and work with the MLBPA to establish a whistleblower policy so they have guidelines for what to do when players are involved.)
