Maybe, but he isn't going to call plays in Carolina (at least not in 2020). It wouldn't surprise me if the Bengals management didn't even think to make the call. 

edit: Just realized he was hired as an OC, not an assistant. Makes sense as to why Cincinnati wouldn't even be considered, even if they were interested.

Unless said Capital is the Panthers including Cam with their first to Cincinnati,  theres no way the Bengals are moving out of #1 and not taking Burrow!

However Cam Newton to AJ Green would sell tickets, which is all the Brown Family cares about!

Nah, at this point all hope of ticket sales relies upon Burrow being the franchise savior. The hype is real. If they were to pass on Burrow the city would burn to the ground.

So it hasn’t yet for the last 5 years or longer lol I thought that would happen when Lewis got his usual 1 year contract

This, plus Bengals hired Zac Taylor because of his offensive strengths.  

Most head coaches that call their own plays are too prideful to hire someone else to do that, especially when it is someone who may end up being a threat to their position.
