Maybe, maybe not. For example, West Virginia & Maryland have had casinos for years - WV a decade plus - and WV just recently got sports betting. To my knowledge MD doesn’t have it.

Actually, that's exactly what will happen, probably in a roundabout way that won't benefit the average fan though.

Not sure if you are a wrestling fan of not, but I love Something To Wrestle with Bruce Prichard, and they talk about Wrestlemania 9 held in Las Vegas.  Wrestlemania 9 was held at Caesar's Palace in Las Vegas.  They went with a small venue to maximize cost-per-seat, but also Caesar's Palace bought up premium seats to give out to the "high roller" class, and would comp hotel rooms and tickets to the show to bring in those guys who would spend a ton of money.  

So if this passes, I would think the Redskins have some sort of package deal for gambling to include free or reduced tickets and ammenities, but it won't trickle down to the average fan in most instances.  The average fan may see incentives in their season ticket pricing to go spend money at the gambling center though, or you could see some concessions dropped considerably,  though I imagine that this goes into the club level.
