The infrastructure for how they do it in the NBA, NHL and MLB is all there, so I would hope this would be an easier move than in London, but the NFL knows that Canadians are NFL fans anyway. They don't need a team in Toronto to grow the NFL. A team in London opens up the whole Euro market, so I would personally expect a team in London before Toronto.
