Bearerofnews
My team played 5 of these offenses and beat 3 of them... at their place. The 1 team who managed to scored over 28 points.. without a special team's td was Greenbay.. they scored 45 in San Diego. So prolly them, just based on my team's interaction as a guage. If going in general.. definitely 2013 Broncos and 2018 Chiefs.

"Oh but the schedule" is not a legitimate rebuttal to such a gap in performance. Performance comes first, and the only team that has even the slightest resemblance to the Broncos' actual performance is the 18' Chiefs, and that year the average passer rating is like 8 points higher because of the obscene offensive favoritism in 18' compared to 13'. 1. 13' Broncos 578 points(on 192 drives for 3.01 points per drive) 2. 07' Patriots 533 points(on 158 drives for 3.37 points per drive) 3.18' Chiefs: 530 points(on 163 drives for 3.25 points per drive) 4. 11' Saints 519 points(on 182 drives for 2.98 points per drive) 5. 98 Vikings 514 points(on 175 drives for 2.94 points per drive) 6. 83' Skins 513 points 7. 00' Rams 512 points(on 180 drives for 2.84 points per drive) 8. 11' Packers 511 points(on 168 drives for 3.04 points per drive) 9. 16' Falcons 505 points(on 166 drives for 3.06 points per drive) 10. 12' Patriots 501 points(on 180 drives for 2.78 points per drive) 11. 18' Rams: 499 points(on 175 drives for 2.85 points per drive) 12. 18' Saints: 497 points(on 155 drives for 3.21 points per drive) 13. 04' Colts 494 points(on 166 drives for 2.98 points per drive) 14. 84' Dolphins 491 points 15. 11' Patriots 485 points(on 173 drives for 2.80 points per drive) 16. 98 Broncos 473 points(on 184 drives for 2.57 points per drive) 17. 98' 49ers 472 points(on 195 drives for 2.42 points per drive) 18. 81' Chargers 471 points 19. 01' Rams 468 points(on 176 drives for 2.66 points per drive)

This Broncos team has the sixth-best passing DVOA ever despite getting penalized for an easy schedule (30th).” Now comapre to a team like the 2010 Patriots 2. 2010 New England Patriots “Only the Patriots could put an historically potent offense on the field during what was effectively a transition year. The Patriots traded one of the greatest receivers in NFL history, Randy Moss, just four games into the season. They rebuilt the offense around two-tight end sets featuring rookies Rob Gronkowski and Aaron Hernandez, and Brady threw 36 touchdowns with just four interceptions. The Patriots also put together a phenomenal running game, with BenJarvus Green-Ellis averaging 4.4 yards per carry and Danny Woodhead averaging 5.6. The Pats led the league in passing DVOA and were second in rushing DVOA, making them other team besides the 1998 Broncos to rank among the top 25 of the past 30 years in both. The Patriots led the league in scoring despite trading away Moss, but what really drives the high DVOA rating of this season is that they did it while playing the toughest schedule of opposing defenses in the league. Including the upset playoff loss to the Jets, the Patriots had to play 10 of 17 games against teams that ranked ninth or better in defensive DVOA.” Edited March 5, 2020 by CP3MVP

patriotsheatyan
I want to say 2011 Packers because of the low turnovers and they also played earlier in the decade when the league was a bit less biased towards offense, but their playoff loss in game one hurts. I consider them, the 2013 Broncos, 2016 Falcons, and 2018 Chiefs my top four who I cannot decide between.
