The success rate of MLB draft picks are astronomically slow. Especially compared to the NFL (or even NBA), so if you've got guys who are graded out similarly you're better off spreading the money around. Those guys fall because teams in his draft range can't afford the bonus demand. If you go underslot up top then you can get him at the top of the 2nd or and of the various comp picks.
