My Second Four:

Wolf - Engineered the resurrection of the Packers franchise. Traded for Favre . Hired Holmgren. Signed Reggie White. 

Starr - As much as any player, epitomized what the Lombardi era was about. Class, poise, best playoff QB ever. 

Nitschke - Heart and soul of a defense that won 5 titles. 

Lofton - No WR in the NFL in his Packer years (1978-1986) was better.

Just dividing it by era:

Lambeau- Face of the franchise in the 20s-40s. Founded the team.

Lombardi- face of the franchise for the 60s

Favre- face of the franchise from the early 90s to the mid 00s

Rodgers- face of the franchise from the mid 00s to the early 20s.

This is rather easy to solve
The original Mount Rushmore is 4, but there's no law that says it has to be 4
The Packers are 13 time World Champions, so 13 is the starting number and leave room for a few more.

The Packers are exceptional, WI is exceptional and Packer fans are exceptional -  clearly they deserve an exceptional Monument.

I'm going with Lambeau, Lombardi, Hutson, and Favre.

Bart Starr over Favre....He wasn't a headcase, won more championships, respected the organization, and was a class act....Don Hutson is okay but many don't know who he is....

In fact, I don't think it's out of line for Ron Wolf or Reggie White to be placed over Favre....It was Wolf who brought validity back to the Packer's front office...It was he who waived a first round selection in front of Atlanta for Favre...And it was he who recommended Ted Thompson be his heir apparent....Love him or hate him, Thompson drafted Aaron Rodgers and is in part responsible for the prosperity this team enjoys today....

If Reggie White doesn't sign with GB, it's hard to say how long it may taken us to win a championship with Favre (or even if we would have)....White broke the barrier of having top FA's come and play in GB....In fact he was in part responsible for signing defensive players like Sean Jones and Santana Dotson....
