They might be figuring that why bother going through all the hassle of signing someone only to have them opt-out? This might especially be true of teams looking for stop-gap players: they might be paying out signing bonuses, only to have that money stuck in a player that they really don't need past this upcoming season, and thus gain no benefit in the contract tolling over for next season.
