Tough to know without knowing what the Braves did. I think "what pools are affected" is basically "how the new contracts will affect the IFA signing pool". 

Can't come up with a reason to make them wait though.

So to sum it up, the Braves:

- Lose all the interesting IFAs from their 2016 class

- Lose Bae, the most interesting guy from their 2017 class

- Lose a 2018 3rd round draft pick

- Are in the IFA penalty box for the next 3 years, with their IFA bonus pool cut in half for the 4th year

 

Did I miss anything?

It's probably fair in theory but light in practice. The blow is lessened in a way because Maitan disappointed this year. If he had a year like Vladito had last year this would look very different right now.
