I don't understand how this needs to be explained if you've watched more than like, a few football games. That's literally their job, it's what they do. They each are in charge of a certain part of the field, then their is a head ref that makes the final decision. If a QB is past the LoS and launches a bomb that's caught along the sideline, the side judge will still call it a catch, but then the line judge will tell everyone, no it shouldn't count because the QB was past the line. So then the ref makes the final call based on all of the info. It's not automatically a catch because the side judge called it a catch. It's just how you ref/ump any and every sport.
