I'm pretty sure they've kept him around all year bc of COVID.  If Bullock got sick on a Friday, there's no time to bring in another kicker and pass through all the gates.  That days more than 2 days.

If you look around the league (I haven't), i'm pretty sure you'll find a QB and K on every practice squad.

I'd rather take Sewell and grab a TE later.  One, he's the ideal OT in the draft.  Two, TEs get banged up so much, I don't know if the full contract length value is there.  I'd rather draft guys in the mid rounds every few years and roll, without extending them in most cases.  AFCN TEs take a brutal beating.
