It could be too easily manipulated that way.  The idea is just to hire minority front office people and train them up so they can get promotions.

So does the pick benefit work within an organization as well? not just transferring organizations? ie if WFT hired an internal minority, they would get a third round pick?

Its a compensation pick not a trade.  WFT isn't giving the 49ers a pick.  49ers get awarded a 3rd round pick given to them from the NFL at the end of the round.  

I don't know if you get a pick if you hire from within.

I dont think they want teams to make hires based on race. 

If you have to choose between two guys, and one nets you a pick, you might be more inclined to hire him over the other guy. 

So while it seems counter intuitive, this rule does incentivize teams to develop minority employees to be ready to step into predominant roles to some degree, without actually changing the hiring process for predominant roles.
