He's not opting out, because no team would ever pay him enough to opt out of his current deal when they could have had him on a current deal AND $50MM cash all for mediocre prospects by just trading for him.

Yeah, I don't think he opts out after 2021 thus why he's getting an additional opt out in 2022 to waive his NTC.

Highly underestimating what a team like the Dodgers would offer him or a team like the Yankees. 
 

Maybe saying 100% was bad, but the chances of him opting out is high. 

He could fall in love with the Cardinals and it all mean nothing, but that opt out stayed in there for a reason to give him an option if he wants.

If the Dodgers or Yankees were willing to offer him a ton of money as a free agent next year, why didn’t they just pony up the average prospects to trade for him now and work out an extension?
