Just like DeSean Jackson or whoever, he throws the ball up in celebration as he is about to cross the goal line. It rolls across the goal line and bounces out of bounds. It's a clear fumble and touch back. You can debate if you think it was conclusive enough, but the call itself is fine as long as they thought it was conclusive.
