His decline on defense has also had a lot to do with being on a terrible team where he had to carry a 30+ ppg scoring load, something only a handful of players have ever been able to do. Beal has 2 consecutive 30+ ppg seasons, Sexton has scored 30+ 12 times in his career. 

Except in a scenario that Beal's scoring numbers dropped that much it's likely because he's on a good team so I'd expect his defense would improve to what his career average has been. 

Scoring 30+ ppg on good efficiency isn't a player that you can build around? Washington looked poised to be a contender in the East before John Wall got hurt. And has Washington done anything to build around Beal?

Since John Wall's final injury the starters around him have included...

18-19: Thomas Satoransky, Jeff Green, Otto Porter, and Thomas Bryant

19-20: Isaiah Thomas, Isaac Bonga, Rui Hachimura, and Thomas Bryant

20-21: Russell Westbrook, Rui Hachimura, Deni Avdija, and Alex Len

Not exactly great teams around him if we're being honest. 

And we don't have to look back 5-6 years ago, lets compare their numbers over the last 3 seasons, when both guys were in the league at the same time on bad teams. Beal has averaged 29 points/5 assists while being a -1.6 DBPM player and Sexton has averaged 20 points/3 assists while being a -2.5 DBPM player. 

Based on your logic Devin Booker could never be a #1 scorer on a championship level team. He's a worse scorer then Beal, worse defender then Beal, and the Suns didn't even come close to sniffing the playoffs during his first 5 seasons in the league. But yet here we are, the Suns drafted well picking guys like Ayton/Bridges and brought in an All-NBA level PG to pair with him and they literally went from one of the worst teams in the league to the finals in a year. During this season Beal averaged 31.3 ppg and was a -1.7 DBPM/+3.2 BPM player overall on a terrible team. Booker averaged 25.6 ppg and was a -1.5 DBPM/-0.1 BPM player overall. 

Anthony Davis was playing at a HOF level in New Orleans and managed to get them to the post-season 2/7 years there, so clearly he's not a guy that you build around and could never be the best player on a championship level team, right? Oh wait he just did it last season with the Lakers. 

At the end of the day Beal is one of the few elite scorers in the league today and considered a top 15 player by everyone. Sexton's efficiency numbers may be similar but he has never shown even remotely close to the scoring or playmaking ability that Beal has and is also terrible defensively. No one in the league even had him in their top 100 players coming into the season. 

There's not one team in the league that would take Sexton over Beal, none. Cleveland called and offered a package built around Sexton/Love for Simmons and they said no, we want an All-Star caliber player in return. If the 76ers wanted to acquire Beal they would have to send Simmons + additional assets to Washington to get the deal done. 

The Warriors said they wouldn't even be willing to part with Wiseman or the #7 pick to acquire Sexton. If they wanted to acquire Beal it'd probably take Wiggins, Wiseman, and both picks.

Chris Paul has a $44M player option for '21-22 and then he'll be an unrestricted free agent. And the reports for a while have been that he's planning to opt out then sign a 3 yr/$100M deal so he can get one last big pay day. He sacrifices $14M next year but also ensures himself an extra $56M over the following two seasons.
