The Cavaliers were reportedly torn on who they should take at #5 last year, Toppin or Okoro. Obviously his meh rookie year decreased his value but again Sexton's trade value is being driven down based on the fact that he's a RFA next summer. So whoever trades for him is going to have to be prepared to give him a max extension or match a max offer sheet next off-season. 

And from an opposing teams perspective, with reports that the Cavaliers aren't going to extend him, they can literally just wait until next off-season and sign him to a max offer sheet.

Sexton's a good player for sure but again, he has put up stats on bad teams and is seeking a max contract. Andrew Wiggins is a good reference point for Sexton's trade value. Wiggins averaged 24 ppg on 45% FG/36% 3FG/76% FT as a third year player on a 31 win Minnesota team that also featured KAT and Lavine. His numbers were virtually identical to what Sexton put up in year 3 on a bad team and Wiggins had more hype around him as a 6'8" wing and former #1 overall pick. 

Before Minnesota even gave him his max contract they sat him down and asked him if he was going to put the work in to improve. He regressed in the following two seasons after getting paid, was putting up 22 PPG during his final year in Minnesota, and the Timberwolves traded Wiggins and a high first round pick for D'Angelo Russell just to move on from him. How much has Wiggins improved or helped Golden State since he has arrived there? 

With a lot of these younger guys such as Lavine, Ingram, Russell, and Wiggins we've seen them put up big numbers on bad teams but after they've gotten paid has it translated to winning? Not at all. 

Not to mention the 2022 free agent class is going to be one of the best in NBA history. If you make a move on Sexton you'd really be limiting your ability to pursue other guys next off-season.

We've seen it happen on numerous occasions throughout the years. Indiana matching Hibbert's offer sheet from Portland, the Wizards matching Otto Porter Jr's offer sheet from Brooklyn, the Pelicans matching Eric Gordon's offer sheet from the Suns, the Blazers matching Batum's offer sheet from Minnesota, etc. 

It hasn't historically worked out well because most guys that teams believe in never even hit RFA. They're extended before they even get to that point because they're in the teams long-term plans.

They could get him for less. Wiseman, Wiggins, 7 and 14 by itself is better than 90% of the offers Portland will get.

They are dumb as rocks. This is the same franchise that stated Drummond McGee and nance at the same time last year.

That's a pretty crap package.  You need to attach at least a pick or two just to get rid of Wiggins.

RFAs don't get offer sheets that teams won't sign, because teams can't overpay for RFAs.

No, it's not. Wiggins is coming off his best year, is a starter level player, and is needed for salary matching. He's not "worst contract" in the NBA quality anymore. He's a slight negative value but necessary to match contracts. Add in Wiseman and two lottery picks in a pretty good draft for a team that would look to rebuild. There are very few package ideas being tossed around that top that, and sure they can include an extra pick or two if needed.

He's due over $65M over the next 2 seasons.  He's definitely not coming off of his best year unless you're talking strictly about his shooting percentages.  He's a high volume scorer who doesn't play well within the offensive system, and doesn't offer any real value on the court.  He might not be the worst contract anymore, but he's still significantly negative in value.  When you have to argue that he's needed because of salary matching purposes, that means he doesn't really offer much in the way of value on-court.  Wiseman was a flop this year, so his value has gone down since a year ago.  That's an okay package.  Not a great package.

Yeah, Wiggins is no longer a huge negative. He proved last year he could fit in as a quality starter on a playoff team and he only has 2 years left on his deal.

Still need to attach a pick? Yes. Some albatross that just bringing him up makes you hang up the phone? No.

Plus, as @Bullet Club said, Portland (or any team looking to trade a star) needs to match salaries. Wiggins is far from the worst salary-match contract from teams looking to trade for a star this off-season.
