There are plenty of examples throughout the show...like her giving ridiculous answers and suggestions that make zero sense, and her songs were on par with what a 10 year old would write. Fact is, they are TV characters and they are used how they are needed in a story. There were episodes where Phoebe was a complete moron, and there were others where she was portrayed more intelligently. But to argue that there arent numerous instances where she is portrayed as a complete nitwit is absolutely false. Seinfeld I didn't think was so much about the characters being dumb, more about them being immature, shallow, selfish people. Kinda like It's Always Sunny. Are they smart? No, but the focus isn't that, it's how absolutely, hilariously, awful they are. EDIT: Except maybe Kramer. Kramer is just a kook.
