So correct me if I am wrong, the incentives still count against this year's cap but if not achieved will become a savings for the cap next year, is that right?

I believe it’s whichever way it’s set: 

NLTB(Not likely to be earned):   Won’t count against the cap,  and if they do end up hitting them.  It would count against the cap next year.

 

LTB(Likely to Earn):   Will count for the cap this year.   If they earn this, no adjustments.  If they don’t earn them,  it would roll to next year.

And as Long did not play last year any incentive would count against next year
