So correct me if I am wrong, the incentives still count against this year's cap but if not achieved will become a savings for the cap next year, is that right? I believe it’s whichever way it’s set: NLTB(Not likely to be earned): Won’t count against the cap, and if they do end up hitting them. It would count against the cap next year. LTB(Likely to Earn): Will count for the cap this year. If they earn this, no adjustments. If they don’t earn them, it would roll to next year.
