kind of, sure, but his muscle memory of running and catching isn't my big concern, it's about his ability to beat NFL defenders en route to doing so

though from reports he later beat Mullen/Abram on another deep shot

My problem with that is we haven't figured out if that's because rugs actually got better or if because the defensive backfield is still trash.

Last year before Ruggs got injured he was a lot faster than he was during the season. Like Randy Moss fast

That's true but as somebody who went track to the state championship in track and also competed at the NCAA level, speed can only get you so far on the football field especially in the NFL. I think he has to run better route and if he does that he will have a much better output this year. Good thing about him that I like is his work ethic. To come back at 200+ pounds and still be fast is impressive

You're 100% right but If you can't run at 100%  It effects every aspect of your game.
