New regime didn't want to have to bring in a team of scouts that have to start from scratch and rely on them immediately, so now they can bring in their guys to scout for the next draft.

This is super common. In addition to what you said, teams don't exactly appreciate having all their scouts poached in the middle of scouting season. It's one of those unwritten things that you let the draft happen before you go offering a ton of guys promotions to join your organization. You definitely don't want the alternative where in two years, the Texans bring in Tom Gamble to be their new GM and he poaches 2/3 of our scouting staff three months before the draft, and then all that information that we had been gathering to make informed decisions is no longer with us and instead the Texans have it.
Tugboat
It’s such an optically hilarious thing...doing the draft and then firing a ton of your staff a couple days later. But like @pwny and @.Buzz said, it’s pretty standard fare for teams with a new incoming GM from outside the organization. For a lot of practical reasons. I’m sure a lot of these names will pop up wherever Caldwell goes next...which will probably be with a GM who has been one of the more successful branches of that particular tree. The nfl scouting world is really just a big game of musical chairs.
