How many times has a scum claimed scum to save another? Why would he do that? What does that accomplish for Carl? Why wouldn’t he let Matts die if they were mafia partners? I know this because I was actually playing at the time, voted for Swag, and realized I needed to save my last vote to potentially help Matts.
