So i'm not sure exactly what the procedure is here, but if i were in charge the rule would be: trade stands if both parties called into the league office and confirmed the deal.  Don't let paperwork dictate the course of league history.

Probably because neither team has thought about it, or the Browns woke up this morning with a hangover and realized what a bad idea the trade was.
