If you are asking about how much you draft picks will cost it is the 2021 number because that was something that Mike added mid season and then added money to future years not realizing that the order was alphabetical rather than by standings. The 2021 numbers reflect the current draft year. EDIT: I changed the years so you don;t have to wonder. But future years will never have Salary values.
