IMO Now you're being silly. He's a CB in name only like Do'D is a LB in name only. It's probably only 3-4 roster spots that a strictly dedicated to ST's. You seemed to be saying that the secondary was losing a player when it really isn't. If you want elite ST play you either use starters--for example Albert Lewis in the 80s and 90s--or you use dedicated players as the core of coverage and returns. I am completely in favor of investing one our multiple 7th round picks in a return specialist as well. So, our roster has 48 players and 5 specialists. It's a decision that they made some time ago.
