It applies to teams in the last year of their transition and since JMU is basically turning a 2 year transition into a 1 year (they met all the FBS and FBS home game criteria), this might apply to them. However they would be going to the back of the line behind already established FBS teams. The chance isn't 0% (from what I read) but it might as well be. And I mean really what you replace Central Michigan in the bumbleep mcgee's bowl? When you're overwhelmingly likely to be undefeated and warrant a real bowl on a real network at a real time?
