I understand how it originated by players grabbing the QB and lunging on top of him but this was a tackle and Jones even braced his fall. Just a rough one man imo

Games are intentionally pushed in one way via the "vague" aspect of rules. Whenever it's necessary, on any play, refs can call holding because the rules on holding are vague enough to allow it. Whenever a QB is susceptible to injury or is of high enough profile, refs can be aggressive with the "vague" aspect in RtP rules. And so on.

Not to say the refs are the major component of pushes in games, they aren't.

I mean yeah that's why all penalties should be reviewable.
