There’s a ~3% chance you can win a Super Bowl paying your QB above 12% of the cap. It’s not impossible because that’s just… It’s not impossible, but it’s been an unbroken trend for 30 years now. There’s a ~7% chance of winning a Super Bowl without an elite or at least pro bowl level EDGE rusher. Theres a ~.07% chance of doing it in both scenarios.
