My only guess is maybe they think they have what it takes to lure Jim Harbaugh and want to see if they can reassemble some of his SF staff? That's the only reason I can possibly think of to interview Fangio for a DC position without a HC in place. Tenuous, no doubt m, but I'm otherwise at a loss.
