I guess I wouldn't find that all that shocking as I thought he was mentioned by numerous people as possible pick once the trade happened. I could be wrong though.

I agree with the others, if it's a surprise, it'd be Richardson.  Levis will be the 4th one off the board under almost all circumstances.  That would go beyond surprising if he were taken first.  😂
