We've all seen the Bengals OL woes with starters, and definitely witnessed how bad the depth has been the last couple of years as well. IF Collins was in any position to help them this year, he'd still be here. Or, they are waiting until he's healthy to bring him back at a cheaper rate. Well, it was rumored for awhile that the Bengals wanted to move on from him but him being on the PUP could've prevented an earlier release depending on contract language. Oftentimes when a player is waived from PUP it's because they're close to being able to pass a physical and essentially agree/ask to part ways with the team to get back out on the field quicker. Or they actually did pass a physical & decided they didnt want to cut anyone on their current active roster. He's almost certainly not 100%, though, you're right.
