this is the problem .  Comfortable isn't a good word in this situation according to some. 

Ideally the players would be motivated and disciplined and never require a strict coach.  With that said, would it stop players from making excuses, blaming the refs etc?

Will it also help the players learn how to tackle, not fumble? Where does one draw the line with all these issues?

Accountability on the players part is one thing, a HC that enforces strict practices and results might be good if thats not in place.  I wouldn't be surprised if this is more of a problem than  people consider currently.

More important is the leaders on the team have to be the best players, best tacklers and lead by example.  If they are the vets that never practice, this doesn't set a good example IMO.
