So because of the offside penalty (a penalty that usually doesn't kill the play) occurred before the snap, the spike never happened. The pass on the previous play was incomplete because the receiver did not maintain posession throught going to the ground and the ball touched the ground in the process. Because that pass was incomplete, it stops the clock at 15 seconds, instead of 4 seconds where it would be if the ball had been snapped on the spike.
