It's so dumb even if the game is played indoors. Wind chill outside the Super Bowl before kickoff was apparently between -15 and -25. Warnings were issued saying people could get frostbite with 30 minute exposures to the cold. It's a high security environment. Easy to envision situations where people are waiting outside in dangerously low temperatures. The less serious reason is that all the pregame events were held at the Mall of America.
