The top 15 are still 2.5 mil-5mil hits. Top 50 are all at least 1mil. Those all are more money than a top 51 hit (I assume unless some team is really strange).
Rookie contracts go up year two as well (for the 2019 tight teams) [last years #1 goes from ~5.5 to ~7 year two].

For TCMD, does the rookie picks also affect the 2019 cap number?  I am not sure that it does, but if it does, then you are correct in those with low 2019 space are in a bit of a pickle.

I hadn't in the past and I didn't specify it in the rules.  Honestly teams are going to be in enough trouble with just keeping up the cap this year.  Also, it really wouldn't be right to force it because the cap for future years is calculated way differently because its taking the APY rather than the actual cap numbers.

The Jets I get though, they pre-traded up to #2 (presumable Darnold or Rosen) so Cousins doesn't make sense, and they did bid big money on Trumaine Johnson. I'm not sure what their other offers were -- but I get having about ~20mil more than expected.

Colts I don't know why they didn't buy someone like Pugh or have a high resign on Mewhort, but paid Melvin at CB resign good money. I'm guessing they would have balled out for someone like Norwell had he hit FA.

CLE I think could have done something like Cousins, but trading picks for Peters and Apple someone like a big money CB doesn't make too much sense (unless you expect one of them to flop, but then why trade for them).

There's still a couple big money guys those teams could sign too, even if it's a triple threat of like $5mil apy one year deals to let mid round rookies develop behind them. Gotta be this round or next I'd guess though before the 20mil range teams get to threatening contracts for outbids.

I think all three should have gone after LeVeon Bell though, because it's near impossible to argue he wouldn't upgrade an offense (maybe Browns are signalling Saquon #1, QB #4). Colts have Mack and Jets have Powell? Each could have used Bell and still had top 3 cap space.

It's not an exact number.  The formula that I used for this is what OTC suggests for the rookie pool. 

480k * the total number of picks you have.

However, I did overlook something and rather than 480k its using last years of 450k so in your case its 4.5 million.
