My current guess is that Matthews and Decker start with Davis playing outside and Decker kicking inside in three wide receiver sets. When Taylor comes in as the 3rd, whichever 2 of the top 3 stay on the field will stay outside... And I think those 4 will get the bulk of the snaps at WR.
