Until he officially files his retirement paperwork with the NFL he still counts against the cap. While you are 100% right on the cap part, there is plenty of reason to cut Albert now.

1. He's a distraction to the team.

2. There is literally no downside to cutting him since he has no trade value. 

3. Freeing up the cap space now.

Nah. In this scenario, Bortles misses time and the Jags are able to pin his struggles on missing camp so they can give him one more year as the unquestioned starter in 2018.

I just don't know how you could possibly want him in the locker room now. He's just so obviously only showing up to save the money that you really don't want him around the young guys or playing any sort of role on your team.

Puts the Jags in a no-win situation. Sucks. I respected Branden Albert so much the last decade.
